Otto Hirsch was born in Stuttgart on January 9, 1885. He began his law studies at the University of Heidelberg in 1902. After his second state examination, he joined the Stuttgart city administration as a council assessor. His responsibilities included construction and water law as well as matters relating to the electricity industry. In 1919, he moved to the Baden-Württemberg Ministry of the Interior as a rapporteur for shipping issues, electricity supply and hydropower utilization and was very quickly promoted to Ministerialrat. Otto Hirsch had been married to Martha Loeb, born in Stuttgart in 1891, since May 14, 1914. Their son Hans Georg (1916-2015) emigrated to the USA in 1938, while their daughters Grete (born 1921) and Ursula (born 1925) emigrated to Great Britain in early 1939.
