Japanese proclamation in Shanghai Jewish Chronicle on Feb 18, 1943

The Proclamation directs all 'Recent Stateless Refugees' (namely middle-European Jews) to move to the designated Zone within 3 months. Few exceptions were made to keep businesses or important work outside the zone.
