After German-Jewish passports were not renewed by the Shanghai German Consulate, refugees were recorded as ‘Stateless’. A Chinese-language ID was necessary to get permission to leave the ‘designated area’ of Hongkew for work or education. On this ID Horst is a 19-year-old photography apprentice.
